Saul was not seeking God. God was more of an afterthought to him than a forethought. Saul's first reactions were always of this world -- not about seeking God. As a result, God could not use Saul. God was instead choosing someone who was continually seeking Him -- David.

We can only be effective for God when we are seeking Him.
